negative 12 volt line is low

As an incidental finding while investigating another unrelated problem with my desktop, the technician noted the negative 12 v rail only put out 7.8 volts. He tested another Corsair PS in his shop to show me his multimeter works properly (his other older Corsair PS tested as 11.8). I bought the unit new, 13 days prior. I exchanged the PS for the same make and model (Memory Express did not test the returned unit for me, just did the exchange), then I went back to the shop to test this second PS. It tested 8.0 v on the negative 12 v rail. I had an online chat with Corsair technical support. The agent confirmed the RM750e model has a -12v rail that should put out 12v, not 7.8 or 8.0.

Additional Comments:

I suggested to Corsair technical support there may be a production problem with this particular model at the time of manufacture.
