Well, it does cool my case interior. Even my fairly open Haf-X case with 5 large fans is three degrees cooler after I installed one of these next two my two 6950's. My GPU's run approximately 1-2 degrees cooler. Motherboard, CPU, PSU operating temps remained the same.
Weaknesses:
Noisy. Easily the loudest component in my system. The fan noise overpowers the other five fans and my cpu cooler. And it's not a pleasant "whoosh of moving air" type of noise. Think of a blow dryer trying to run quietly. As "Slot Fan" indicated in his review, some kind of fan controller may be what this device needs.
Summary:
For me personally, I don't think the marginal drop in temperature is worth the additional fan noise generated by this product. My system only seemed to benefit from the additional fan during Furmark GPU burn-ins...that's it. Probably better suited for a case with less ventilation. Having said that, the product does perform as advertised.

I ended up getting a sound card for my new I5 system, due to poor functionality on the Asus MB. I got a PCIE 4X card, and unfortunately there was only 1 slot left right up against my Video Card.
Putting this slot cooler the next slot down keeps the heat from the Sound card exiting the case rather than adding to the heat from my Video Card.
Using Real Temp, I see a 10 degree difference on my GPU.
I am going o try an internal single fan controller to slow it down for the noise issue. It is a 2 pi

Looks cheezy, description is laughable, but has it where it counts.

- Excellent ability to take heat off the video card and out of the case; especially effective in mid towers with no side or other pci cooling solution

- Takes away a pci slot
Summary:
My brother and I both were experiencing heat problems with our new video cards (GTX 260 & 295 respectively) both in an Antec P182 case.

The fact that the description on this fan references 10 year old technology (the voodoo and tnt2) made us very sceptical about its cooling capability; however, since installing this fan by the video card, in both systems, we have yet to experience a lock up or crash under heavy game play.

This little unit may seem questionable but I can assure you it does its job well
